Since you have to magnify the 16mm image more 4 more times than the 35mm image to have it fill the same sized screen, 16mm lenses resolve sharper than 35mm (circles of confusion and all). So theoretically a 16mm Format lens will give you a sharper image on 35mm frame, however 16mm lenses are designed to only cover the 16mm frame (some just barely) and would vignette horribly on a 35mm frame.
