I'm not an expert on this, but if the belt is moving then I'd guess one of 
two problems:

1) Take-up spindle assembly has a problem (you might try swapping the spindle 
assembly from the 200' mag into the 400' mag as a test; if the 400' mag then 
works, you've at least isolated the trouble)

2) Motor doesn't have enough torque for the 400' mag.  Put a 100' dummy load 
into the 400 foot mag and see if pulling on less film allows the mag to take 
up. If a 100' load works ok, then it may very well be that the motor can't 
handle 400 feet.
